Digital Governance and Learning Towards Quality Education in Rural Areas

Objectives of the Practice

University has incorporated Digital Governance in all aspects of its operations to enhance effectiveness and efficiency in Administration and Academics, and also in wide range of its other functions.

Objectives of implementing digital governance:

Improve transparency and efficiency in academic and administrative activities.

24*7 access to study materials and information.

Allow faculty and staff to access information from any location with real-time updates.

Provide timely information on academics and evaluations to students and parents.

Reduce paper use.

Foster overall excellence.

The Context

In today’s world, students must master digital platforms, as modern organizations rely on them. University’s digital platform (ERP & LMS) helps meet industry demands and prepares students for this requirement.

In western Rajasthan, ICT-enabled tools are scarce, leaving rural students with limited exposure to modern pedagogy.

Digital governance allows faculty to focus on teaching and research, offering easy access to essential information.

It also supports planning, analysis, assessment, compliance, and reporting, ensuring better organizational control and transparent decision-making.

The Practice

The university has partnered with TCS (TCS-iON) for providing digital services.

All Communication is through email.

University has a dynamic website & ERP web link, http://rnbconnect.rnbglobal.edu.in/

E-Governance Committee conducts various seminars & workshop for digital literacy.

In orientation session, information about the LMS & ERP is discussed.

The digital platform manages class schedules, records attendance, shares lesson plans, and uploads class notes and multimedia materials.

Assignments are organized and evaluated online.

Attendance summaries are shared with students online.

HR functions are performed through ERP, which reduces paper work and saves time..

The library module in TCS-iON ensures accurate record-keeping and facilitates book searches, availability checks, and reservations.

Students can submit requests through the Student Help Desk or raise ticket on ERP for prompt issue resolution.

Admission process is digitalized- online applications and campus visit scheduling.

The system also oversees the entire examination process.

The systems are regularly updated to meet user needs.

Evidence of Success

During COVID-19 pandemic, offline classes were suspended on 15.03.2020, within 3 days University shifted classes on online mode. Students of University adapted seamlessly, while majority of institutions struggled with traditional methods.

Interactive teaching, attendance follow-ups to parents, and any time accessible study materials has contributed to a high pass rate of 90% and above.

The well-managed library utilizes DELNET, MANUPUTRA, Shodhganga, Shodh Shudhi & Drillbit , along with digital library.

Tally software is used for accounting.

Hall tickets and results are generated and downloaded online.

The improved ERP system & digital platforms has facilitated effective teaching & learning. Administration work is transparent and better coordinated.

Problems Encountered and Resources Required

Students from tier-III cities/ rural backgrounds may require additional time to adapt to the digital platform.

IT Cell resolves issues of students.

New faculty members receive training on the digital platform from the IT Cell, and necessary supporting hardware is provided.

All Classrooms are equipped with ICT tools.

The digital governance system is updated every year based on feedback by TCS-iON updates
